The problem stems from a compatibility issue between the new Windows USB-C Connection Manager interface introduced in the June 23 update (KB5095093) and the Intel Innovation Platform Framework (IPF) Processor Participant driver. This driver, which manages system power and thermals by adjusting processor cooling, power consumption, and thermal performance, is essential for maintaining optimal system functioning.

When affected devices boot up, a yellow exclamation mark will appear next to the Processor Participant driver in Device Manager. While this may seem like a minor issue, it can have significant consequences, including unexpected shutdowns, poor performance, increased heat generation, and battery drain. These symptoms are likely caused by the conflict between the two components, which prevents the system from functioning as intended.

Microsoft is working closely with Dell to resolve this issue and has temporarily halted the distribution of the KB5101650 update on affected systems until a fix becomes available. In an update to its Windows release health dashboard, Microsoft stated that it plans to release a resolution for impacted devices in the coming days.
